Foreign Operators

One thing that really annoys me, is calling customer support. I don't like phones to begin with (that's another topic for another day), I don't like waiting on hold, and I really dislike having to spend the time it takes trying to explain my problem to the operator. Nothing can drive me nuts faster than to add on top of this getting an operator that I cannot understand! For some reason I seem to get people with thick accents (sometimes they sound American) and we battle to understand one another. What I don't get is how this happens? How do people who cannot speak clearly get a job that requires them to speak all day long? Could they at least screen my call and pass me off to an operator with the same accent as the region of my caller id?
